Job Description

POSITION SUMMARY:  

The Manager of Health Information Systems Management (HISM) is primarily responsible for supervising the HISM coordinators, supporting the department Director and the Electronic Health Record Manager in administration of HISM functions. Promoting adherence to Mental Health Center of Denver policies and regulatory compliance under State, Federal, and Health Insurance Portability and Accountability Act (HIPAA) laws governing confidentiality, privacy, and security. Assisting the HISM Director and department personnel by routinely performing duties in the management and integrity of the confidential medical record. Oversees the department in the absence of the director, or electronic health records manager.

ESSENTIAL JOB FUNCTIONS:

  1. Oversees the Health Information Systems Coordinators provides day to day supervision in the development of department standard operating procedures and ensures updated information is available in the HISM network folders.
  2. Provides necessary leadership to ensure cross training coordinators for effective team management.
  3. Provides guidance to the coordinators, managers, and clinical staff in responding to unique legal and regulatory requests.
  4. Provide oversight, instruction, and assistance to HISM coordinator’s in responding to record requests and disclosing information that may apply to specific laws i.e. Workers Comp, Laura Hershey Act, Court Orders, HIPAA, etc.
  5. Ensure that handling of record documents and charts are conducted in a secure and confidential environment. Adhere to the policy and procedures to uphold the lifecycle of the medical record, in paper and electronic formats from creation through distribution, processing, organization, storage, retrieval and disposition.
  6. Identify and document procedures that require improvement, updates/revisions, and decision making regarding program needs, requirements, and development.
  7. Consult with the director regarding complex record privacy issues.
  8. Review the legal components of medical record requests, ensuring that release of information activities are accurate and complete.
  9. Review documents (and MHCD forms) received for scanning for the content, format and approved placement into the legal medical record. Apply document management procedures to identify what records are included in MHCDs content of record standards.
  10. Perform quality verification on imaging tasks and conformance with procedures i.e. (document preparation, scanning, indexing, and uploading electronic documents).
  11. Act as an ongoing resource to internal staff in locating records, documents, and managing information requests. Exercise authority by communicating with staff on compliance, regulatory requirements or procedural issues regarding the medical record or electronic medical record.
  12. Interact with staff and programs within MHCD – managers, clinical staff, financial, administrative, and information systems in program and project planning decision making and everyday operations that impact the maintenance of the medical record.
  13. Collaborate with compliance department for internal and external record reviews/audits as requested, facilitate the preparation of records in conjunction with the specific request per payors, compliance or quality regulatory requirements.
  14. Performs other duties, tasks, projects as assigned to meet changing business conditions and priorities

Job Requirements

EDUCATION:  Bachelor’s degree with 3+ years of experience in a health care organization record environment developing, revising and administering principles of information management. Preferred: Record certifications and/or Registered Health Information Administrator (RHIA).

EXPERIENCE:  Minimum of 3 years in previous supervisory experience. Work experience in an office environment or health care setting- behavioral health care preferred, experience with electronic medical records. Requires proficiency in computer skills, Office 365).

PHYSICAL REQIUREMENTS:   Ability to sit, stand, bend and reach, climb, operate standard office equipment such as phone systems, computer, scanner, facsimile, copier/printer, and other business machines. Occasional lifting to 50 lbs.
