Job Description

POSITION SUMMARY: Responsible for managing Mental Health Center of Denver’s (MHCD) residential portfolio’s compliance requirements with HUD Section 8, 202 and/or 811 projects, IRS Section 42 Low Income Housing Tax Credit (LIHTC), investors, federal, state and other regulatory agencies. In addition, the Compliance Manager will have direct management and oversight of MHCD’s fleet vehicle program and ensure the program is compliant with MHCD’s policies, procedures, state and local laws. Develop corrective action plans for any areas that are out of compliance. Compliance Manager will have direct management and supervision of the helpdesk coordinator and mail room staff.

HIRING SALARY: $45,000 - $54,000/year

ESSENTIAL JOB FUNCTIONS:

  • Monitor changes in HUD and LITHC regulations and requirements and implements changes as indicated.
  • Oversee completion of files to ensure they are compliant with applicable affordable programs including move-ins, move-outs, transfers, annual recertifications, interim recertifications, gross rent changes, terminations and initial certifications.
  • Ensure compliance to all HUD, Fair Housing, American with Disabilities Act, Fair Credit Reporting and other laws related to leasing.
  • In conjunction with the Director of Real Estate, property management and accounting team, ensures timely, accurate and complete reporting to all regulatory agencies, lenders, investors, etc.
  • Complete resident file audits throughout the year to ensure compliance with IRS Section 42 LIHTC, HUD Section 8, etc. programs.
  • Conduct on-site file audits/reviews to confirm accuracy and completeness of files. Update rent, income schedules, utility allowances and implement standardized policies and procedures.
  • Ensure timely renewal of HUD HAP contracts, and other agency contracts (housing authorities, state, etc.).
  • Oversees and ensures successful monthly submission of the HAP payment requests through OneSite and TRACS. Develops, implements and maintains an internal policy/process for submission.
  • In conjunction with the Director of Real Estate, Facilities Manager, Property Manager and Residential Program Managers, conduct regularly scheduled on-site mock physical inspections to ensure units will pass REAC, LIHTC and other agency and/or investor inspections.
  • Remain up-to-date with all housing funding entities rules and regulations, attend state or investor sponsored trainings and maintain licensing and certifications.
  • Routinely monitor state agency websites to ensure MHCD is using the most up-to-date forms and policies. Track and monitor EIV compliance.
  • Train and educate new staff on compliance procedures. Conduct spot training as needed.
  • Work with property management team to obtain necessary documentation and clarifications to prove program eligibility and in some cases, work directly with sources to obtain appropriate documentation.
  • Facilitates marketing and lease-up activities of new sites as it relates to occupancy requirements. Coordinates the approval of all resident move-in files during rent up process of new properties for accuracy ad compliance with rent, utility allowances, income limitations and all other regulatory requirements, partnership agreements and public program requirements.
  • In conjunction with the Director of Real Estate, HR, Procurement and Risk Management, develop and implement standardized policies and procedures for the fleet vehicle program.
  • Perform all other duties as assigned

Job Requirements

EDUCATION:

  • Bachelor’s degree in Business, Real Estate or related field.

 CERTIFICATIONS:

  • Certified Occupancy Specialist (COS) Required
  • Housing Credit Certified Professional (HCCP) Preferred

 EXPERIENCE:

  • 3 - 5 years of property management experience with an emphasis in affordable housing.
  • 2 years supervisory/management experience.
  • Position requires attention to detail, and independent problem solving.   

 SKILLS AND COMPETENCIES:

  • Demonstrated experience with TRACS and EIV reporting systems
  • Demonstrated experience with OneSite property management software
  • Demonstrated experience and understanding of HUD, LIHTC and the affordable housing industry

SUPERVISORY RESPONSIBILITIES: Supervise Helpdesk Coordinator and Mail Room staff

MACHINES AND EQUIPMENT TO BE USED: Computers, calculators, fax machines, copiers, telephone and a variety of other office/clerical equipment.

TYPICAL PHYSICAL DEMANDS: Ability to sit, stand, bend and reach, operate standard office equipment such as phone, computer, facsimile, copier/printer/scanner, and other business machines. Occasional lifting up to 40 lbs.

WORKING CONDITIONS: May require occasional evening or weekend hours.
