POSITION SUMMARY: Assist V.P. of Human Resources with all aspects of job, including, but not limited to: compensation, benefits and employee relations; oversight of HR department operations and staff; communication to employees within the organization; HR coordination with other departments; conducting internal investigations; large projects advancing HR objectives and workplace culture.

SALARY RANGE: $85K + depending on experience, degree, and certification

ESSENTIAL JOB FUNCTIONS:

  1. Promote the organization’s positive, innovative workplace culture as the leader in community mental health and as a long-standing workplace of choice.
  2. In conjunction with V.P. of H.R., coordinate all staff and workflow issues within HR department, and between highly-connected departments such as Payroll, Training, IT, etc.
  3. Provide supervision of HR staff as delegated, including approval of all leave requests. Coaching, development, and evaluation of non-managerial HR staff. Provide input for coaching and evaluation of HR managers.
  4. Help determine and coordinate the organization’s diverse staffing needs and strategies working with other departments.
  5. Representative/Liaison to/with Staff Development Team – attend meetings, regular communication. Work together on shared projects as assigned by V.P. of HR.
  6. Coordinate or complete various HR responsibilities, such as:
  • Compensation analysis (in coordination with other HR staff)
  • UltiPro (HRIS) oversight of HR activities within the system
  • Ensure market comparability of compensation, benefits, PTO, etc.
  • Research new or complex HR issues and recommend policies and procedures to ensure both legal compliance and support of organizational mission
  • Produce regular HR reports (to CEO/Board)
  1. Oversight of internal HR communications including Intranet page for department – promoting HR and workplace culture objectives.
  2. Coordinate all Independent Contractor agreements
  3. Serve as Representative to/with Risk Management Team – attend regular meetings, communication, problem solving.

  • Determine overall staffing needs, and help develop and execute long-term recruitment strategies (with support of and coordination with other HR staff)
  1. Conduct internal investigations (along with other assigned investigators), and help coordinate investigatory/ethical protocols.
  2. Administer various Labor Management/Union issues – Promote problem solving, participate in bargaining, meetings, and grievance resolution (along with other HR staff)
  3. Other duties as assigned by V.P. of HR.

EDUCATION: Bachelor degree in Human Resources required. PHR certification strongly preferred.   Master degree in Human Resources, Org Psychology/Org Development, health administration, health field, or similar preferred.

EXPERIENCE: Minimum of 5 years within a Human Resources managerial supervisor role required. Experience within a health care organization, mental health and/or non-profit organization preferred.

SKILLS: Experience conducting internal investigations, supervisory experience, ability to relate to people from all walks of life. Experience with Labor Unions and good project management skills. Excellent computer skills and understanding of HR technologies. Excellent verbal, written and other interpersonal communication skills. Extensive knowledge of HR laws, regulations, and practices.

SUPERVISORY RESPONSIBILITIES: As delegated, supervision of HR staff including all leave requests/timesheets, and either direct or indirect evaluation, coaching and development for staff.

MACHINES AND EQUIPMENT TO BE USED: Computers, calculators, fax machines, copiers, telephone and a variety of other office/clerical equipment. Must drive, have mobile phone.

TYPICAL PHYSICAL DEMANDS: Requires sitting, standing, bending and reaching, with occasional driving for work. May require occasional lifting up to 40 pounds.   Requires manual dexterity sufficient to operate standard office machines such as computers, fax machines, telephone and other office and/or clinical equipment.

WORKING CONDITIONS: Typically Monday to Friday, with occasional evening and weekend hours. Frequent travel in-town to organizational worksites, with occasional travel outside local.
